The U.S. Constitution does not specifically give the federal government power to ensure domestic tranquility. The line "ensure domestic tranquility" comes from the Preamble, which is an introduction explaining what the authors of the Constitution hoped the powers outlined in the body of the document would allow the government to do. The Preamble is not a list of laws or powers, it's more of a wish list.
