In 1860, there were 31 million people in the United States. Of that population you have 4 million that were enslaved and then half million that were free in both the North and South. So to get your percentage you want to half your free population in half, since they were almost equal. and then you have 250,000 free African Americans in both the North and South.
Now you want to take 250,000 and divide it by 31 million. That will give you 0.8%. So, the northern free African American population was .8% of the overall United States population in 1860.
