9a^2/b^2 = 3^2(a)^2/b^2 = (3a/b)^2
That's probably as "simple" as it gets
However, the way it's written is slightly ambiguous.
It might have meant (9a)^2/b^2 = (9a/b)^2
Odds are the first answer is intended though

These are all squared terms, so this expression could be written as the suare roots all taken together, then squared as one unit
9a2/b2 = (32 x a2)/b2
The numerator, (32 x a2), can be rewritten as (3a)2
That makes the expression, (3a)2 / b2
Since the numerator and denominator are both squared, those can be combined giving (3a/b)2
