When 'less than' is introduced in a sentence of a word problem, we should initially be thinking about ORDER. In this example, the value of 'One' is included. Even though 'One' comes first within the words of this sentence, we need to include the value of 1 AFTER ' ... the product of 4 and number.' With 'product' we need to show multiplication, and 'number' (the value being multiplied by 4) can be introduced as any letter of our English alphabet, although 'x' is most commonly used.
