In my opinion, it is strange to be using the terms point, period, and lifetime prevalence for the study of the legal use of marijuana. These terms are usually used when talking about health risks or diseases. However, here are three example questions you could ask on a questionnaire to get information on these measures:
Point prevalence: Do you use marijuana?
Period prevalence (one-year): If yes, when did you start using marijuana?
Lifetime prevalence: Have you ever used marijuana in your lifetime?
Really period prevalence has more to do with the length of time of the study than the length of time the person has been using. But your question made it sound like you were doing a one time questionnaire, so I tried to make a question that would allow you to kind of look back in time.
