This question is very vague. The term 'Tools' can mean practically anything from a simple watch to an electronic motion detector.
Similarly, motion is not a measurable quantity. You can measure various aspects of motion such as distance, speed, velocity, acceleration etc. and in each case a slightly different tool and different procedure may be relevant. Motion, however, cannot be measured.
