Any percent is equal to 100% x proportion.
Let's say you count the number of girls in a class of 10 students.
If there are 6 girls, then the proportion of girls in the class is 6/10 = 0.6
To convert to a percent equivalent, multiply 0.6 by 100% to get 60%.
To find the decimal value (proportion) given a percent, divide by 100%.
60%/100% = 60/100 = 6/10 = 0.6
