I would split the words into people (immigration agent, squatter); locations (log raft, homestead); and things (Headright Grant, subsistence crop, cash crop, log raft, telegraph, fiesta). Then just plug in '[Person] is going to [Place] to get/buy/plant/steal/send/any other verb, [Thing].' Add in some details to make it more interesting--other characters, a fight, a tornado, etc.
