As Jesse said, it's difficult to understand the question since we don't have any observations of leaf cells ourselves. But conventionally, mesophyll cells have the highest concentration of chloroplast, and thus are the main photosynthetic cells of the leaf. (Mesophyll cells are divided into two categories, palisade and spongy.) Make sure you check out a cross-section of a leaf so you can get a good visual of this!
