Chloroplasts located closest to the surface of the plant would offer the greatest probability of absorbing sunlight. Since chloroplasts use energy from the sun to conduct photosynthesis, chloroplasts further from the surface would likely absorb less and therefore would not produce as much chemical energy in the form of glucose. Plants have evolved to have as many chloroplasts near the surface as those who do not may not produce enough energy to survive and reproduce compared to those who do.
