Both would be incredibly important, but possibly the second more so. Anti-federalists feared a strong central government with too much power because they feared it would turn into a tyrannical rule similar to the one they had just escaped with the revolution. The entire idea behind the second amendment is to arm the citizens so that if the government starts to infringe upon the rights of the people and violate the social contract, the people can rebel.
