This is completely false. 1776 is when the Declaration of Independence was written and at this point during the Revolutionary War there were 13 colonies not states. The war between Britain and America did not cease until 1783 and the Articles of Confederation was the prominent governing document until the U.S. Constitution was drafted in 1787. The Constitution answered some of the questions regarding federalism and the rights of the states. It is unlikely that individual state constitutions were written before the national one took effect in 1789.
