Cell signaling is usually done via chemical signalling such as hormones. Hormones are released by one cell and received by another. The signal gives the receiving cell a set of instructions. There are different methods by which those cells receive it. In some cases, the signal never inters the cell, rather it attaches to a receptor (some protein structure on the cell's surface) and that receptor allows for a chemical chain reaction to occur within the cell.
