Too bad the diagram didn't transmit along with (some of ) the text of the question. An object going away from the observer has a lower-frequency sound, an object coming towards the observer has a higher-frequency sound (relative to the sound heard on the object itself). That's the Doppler Effect, and you can easily detect it standing next to a high-speed motorway as vehicles go by, from aggregate motor and tire noise.
