Austria Hungry hands down. Count Franz Conrad Von Hotzendorf had been pushing for war with Serbia for years. Ironically Archduke Franz Ferdinand had been Hotzendorf's principle opponent on war with Serbia. After he was assassinated in Sarajevo there was no strong opposition to Hotzendorf's desires and so Austria Hungry issued a list of demands to Serbia that were sure to be rejected.
