Indeed it was true. The problem was how to strike a balance between allowing for individual state rights and a strong enough federal government to protect those rights but not over step their boundaries. This is a fight we still have today in 2019.

Of course, it's true, but you knew that. The question is could some form of the weak central government ideal the Founding Fathers first espoused have worked with a tweak here or there. It is difficult to argue the affirmative with Monroe, Hamilton, Franklin and even Washington telling you that we tried that. It would still be an interesting thesis to pursue.
