One milliliter is equal to one cubic centimeter.
One liter is equal to 1000 milliliters, so it is equal to 1000 cubic centimeters.
1.5 liters would therefore be equal to 1500 cubic centimeters. There are two significant figures in 1.5 liters and two significant figures in 1500 cubic centimeters.
To get the mass of sand in the bag, multiply the volume (1500 cubic centimeters) by the density you figured out in the first part (1.6 grams per cubic centimeter)
1500 cm^3 * (1.6 g/cm^3) = 2400 grams. Once again, 2400 grams also has two significant figures.
