Sometimes "premodern" refers to the time period before the birth of the industrial revolution (factory system), and the Enlightenment. (social contract theory of government, etc).
British North America started when the world was mostly based on agriculture and kings were absolute rulers or, in England's case, a constitutional monarchy (king's power limited by Parliament).
