That's just what it is. Like 1 foot = 12 inches. And 1 yard = 3 feet. These are conversion factors that have to be memorized/learned or looked up. In this case, the conversion is that 1 kilogram is equal to 2.2 pounds.
Then just use dimensional analysis where you set it up so that units cancel, leaving you with what you want. Here you want kg, so you want lbs to cancel.
297 lbs x 1 kg/2.20 lbs = 135 kg
