Both Buddhist and Shintoist. The Japanese have prayed for Buddha and Shinto Gods the same way for centuries. In some regions, they were considered separate religions as early as 17th century , but it was not until the start of the Meiji era (1868) that temples and shrines were officially categorized as separate religious entities.
There are lots of temples and shrines associated with seven sages in Japan. Please refer to the wikipedia page above. The ones in Tokyo are listed towards the bottom of the page followed by the ones located in the other areas of Japan. The second link has a good explanation of seven sages. Eight sages are used at some temples and shrines (for example Kiyomizu Temple in Kyoto and Kumano Shrine in Yokohama).
