B.A in Economics
The answer here is A. Dangerous working conditions.
The first unions were formed in 1800s when workers were forced to live in terrible working conditions and had minimal pay. As more immigrants arrived in the US willing to work for lower pay and more farmers moved to the city to find jobs, living conditions in the city for workers deteriorated. Many workers were not bale to afford a house or even the rent for their families which caused many families to come together to live in a single apartment. This made for terrible living conditions and spread of disease. Furthermore, the cramped environment in factories was the same as the condition in housing. Unions were created to help resolve this problem and get higher pay for workers. However many early unions failed because of the low skill level of many workers and the abundance of labor. Any worker who went on a strike could be easily replaced... that is the full answer... which most aptly matches option A in your option choices.
