This can be done by using a slow shutter speed, which will cause moving people and cars to blur. To achieve this, use a shutter speed around 1/8 or 1/15th of a second; I recommend experimenting with different speeds.
If you're shooting a timelapse outside in the daytime, you might need a neutral density filter on the lens, or polarizing filter, to avoid overexposure. And set the ISO to lowest setting (50 or 100), with small f-stop (f16 or f22).
