Partly submerged plants or the epi/hypostoantous plants such as water lily have stomata only on the upper epidermal side of the leaf that is not exposed or submerged in water. Completely submerged plants (hydrophytes) do not have stomata and they rely on epidermal cells absorb all nutrients and gases that dissolved in water.
