"Promo" is not a prefix, but rather an abbreviation of the word "promotion" or "promotional." As an abbreviation, it has more than three letters, so it does not need a period to show it as an abbreviation; rather, it acts as a word on its own.
"Promo codes" is the proper writing of the term, written as two complete words with no hyphen required.
The only time this would be different is if the joint term is being used as an adjective. "My promo-coded receipt saved me an extra $10!" Any compound adjective still requires a hyphen, although the rules for that are quickly becoming outmoded as well.
