The solution you are talking about does exist, however it is likely more complicated than is helpful to you. The way that YouTube switches between different resolutions is through what is called "adaptive bitrate streaming." The long and short of it is, they have various versions of the same file at 1080p, 720p, 480p etc., and when you internet is too weak it will switch to a lower resolution, and therefore also lower bitrate, file. This is a complex and important streaming tool for someone running a professionally streamed production. However, I don't think there is a way to do what you are suggesting manually. It is possible that there is a streaming tool that exists that offers these options, but I don't know of any fixed vod formats that will let you scale up and down based on the part of the video.
