It isn't clear exactly what they're asking. My best guess is how many tiles would be necessary to provide a floor space large enough to accommodate the rug, so I'll go with that.
The circumference is Pi*D, so the note about D=6 is true.
It needs a 3 by 3 2-foot tile square that will be the same width and height as the circle rug. There must be at least 9 tiles.
