This depends. Do you mean, what climate can reach the highest temperature or what has the highest average temperature?
Death valley has the highest recorded temperature on the planet while Dallol, Ethiopia has the highest average recorded air temperature partially due to salt formations, acidic hot springs, and gas geysers. And still there is Dashte Loot, Iran has the highest average recorded ground temperature.
But, since you asked about the hottest climate, I would say it has to be Saharan Africa. While there are cities and even countries that boast hotter temperatures, the hottest average region in the world is Saharan desert. Countries like Mali, Djibouti, Senegal are all in the top ten average temperatures. Though, if you factor in things like humidity, you might get a different answer on how hot a place feels.
