This has several interpretations. One is how germs, and all life, are created. For this question, the answer is up for debate as there are no conclusive proof of one theory over another theory.
If by "created", you mean how to bacteria get on surfaces, than the answer is through transfer through the air or interaction with other objects. Germs can be in the air after someone or an animal dispels bacteria from their bodies. These germs will land on surfaces and start to form a colony. Germs can also be transferred from contact with a contaminated object. For example, using the doorknob can transfer germs to your hand.
