Ciao ! They are the same, it depends on whichever the speaker prefers to use. This is common with other expressions which denote a negative action as well, where one would use the prefix dis-.
And example of this is dispiace, however it is just as common to hear and say spiace.
We take the verb piace,and we want to make it "negative", either will work.
Although we may not think of vuotare as a negative verb, it is counter to riempire.
