The percentage is the total of first expenses (lottery) divided by the total for the second expenses (food)
To get the total annual expense for each you multiply the weekly lottery expense by 52 (weeks per year) and the monthly food expense by 12 (months per year).
So the ratio is (52 x 2121) / (12 x 136136) which you multiply by 100 to get the percentage.
