Are there predictive factors for high alcohol consumption within a population?

Not to lean too hard on stereotypes but there are cultures where heavy drinking is common and often encouraged. Russia, South Korea, Ireland, and so forth consumer many times more alcohol per capita than other nations. Is there any study into what leads to high consumption on a population level? Are there common factors? Curious what sort of research has been done here.
