Why is long hair on women considered attractive? Is it cultural, or what?

It could definitely be cultural! It is also rooted in determining fitness in mates funny enough. If a female is able to grow long, well kept, shiny hair and do all the other activities in a daily routine to stay alive, she was originally seen as more attractive because she could be there to help provide for the survival of the family!
