Is an A2 Spanish DELE certificate valuable for colleges? Would the admission office regard it highly or would it not be a factor in their decision?

Unfortunately, it wouldn't make a difference in terms of getting Spanish college credits. Usually colleges use a testing programs for placement that you would have to take if you wanted to continue learning Spanish at the level that matches your skills, but you won't be given any credit for having DELE certificate.
