This is due to cells, in general, having redundant mechanisms in place to ensure the livelihood of the cell is maintained. Keep in mind, biology is not perfect. Life does not have a set plan for how to do things. Instead, through evolution, life will find what works and continue using it until the environment changes and it is no longer needed. For having more codons than tRNA, this is an example of that. For the cell, this continues to work and there is no reason for it to change at this point.
