Hello. Wow. Drawing manga is awesome but also much harder to do well than it appears. The two main problems/difficulties to drawing manga are going to be having a defined and consistent drawing style which includes a host of characters and locations... and the ability to tell a compelling story with these visuals.
If you are really just starting out and are not very good at drawing the easiest, and in many ways best starting point, is to find a favorite manga of yours and start copying the drawings! This will let you practice drawing manga without making you create the whole manga. Some of the style will naturally rub off on you over time as well.
As far as writing the manga... study other manga you like again and see how the stories are structured and presented. Try just writing you own with words and think about it you could then draw images to go along with the ideas.
Ultimately you will need to draw a lot... I mean A LOT! And you will have to develop a structured approach to actually creating your own manga.
