If your question is referring to the present, then North Korea would be the top contender for being a governmental dictatorship and for restricting personal liberties. The Kim family has isolated North Korea from the rest of the world, it spies on its own citizens, and maintains complete control over the media. Religious freedom is a facade. Those who practice religions outside of the state control church are severely punished. North Korean citizens convicted of political crimes are subject to harsh labor in one of the several prison camps. The government is also known for collective punishment, the punishing of family members or friends for the "crimes" committed by an individual. Freedoms that are taken for granted in many countries, expression and movement, are highly restricted by the North Korean government.
