Are both GRE and TOEFL a must for a PhD program in the US? Or only TOEFL will suffice?

I have completed my masters in English Literature from India and now want to do my PhD from the US. Should I take both the tests, i.e. TOEFL and GRE? Or only TOEFL will be enough? And if I need to take the GRE, then is it a must to take the subject test as well?

The GRE is required by the vast majority of programs. You must check the particular school's website to be certain whether they require it or not.

The schools regard it as a test of intellectual potential, which the TOEFL is not.
