"ten less than" means that you're going to be subtracting 10 from something. To find out what you're subtracting it from, keep reading.
"three times a number" is pretty clearly just going to be 3 times a variable, for example 3x, and that's what we're subtracting 10 from, so far we have 3x-10
Then "is greater than 11" would just be > 11
So:
3x-10>11
