Your slogan is grammatically correct. I would not rewrite it according to the suggestion you were given, as it is grammatically incorrect (should be "the year IN which") and sounds very awkward.
However, although the slogan is correct, it sounds a bit odd to me. The phrase "great elation" sounds overly formal, perhaps old-fashioned. It might be more effective to say something like "great happiness" or "great success," depending on what you're trying to say.
