It's a device that personalizes the sheer numbers of people being killed and brutalized. By focusing on this little girl, who can make no sense of the horrors around her, we are reminded that all of this violence, murder and genocide happened to real people. One could argue that the film is shot in black and white in order to further connect the story to documentary evidence from the period. Black and white film was the predominate way that feature films, newsreels, journalism and everyday photography were produced.
