Yes and no. The way Congress is laid out in the Constitution with the system of checks and balances, there are two houses of Congress. The House of Representatives is based on population, which means that large states like California, Texas and New York have more representatives than small states like Rhode Island, Connecticut and Alaska. The framers of the Constitution realized that this put the small states at a disadvantage so they made the Senate equal representation with 2 Senators per state to put small states on an equal footing with large ones.
