They are bacteria that have DNA from another organism. For example, using the process of transformation, a bacterial plasmid (small circular piece of DNA) with a jellyfish gene inserted in it can enter a bacterial cell by transformation or heat-shocking the bacteria's cell membrane. Now the bacteria contains both bacterial DNA and jellyfish DNA and is termed transgenic.
