The questions on the SAT have only one correct answer. All the others are obviously wrong. You need to understand exactly what is being asked. One way to do this is to practice slowly, build vocabulary, make sure you understand the question and the correct response, and also make sure you understand why tall the other answers are obviously wrong. In your case, it is very important for you to understand why one of your two final choices is wrong and for you to understand the CONCEPT behind the question that you are being tested on because the same question types recur.

Process of elimination is great, usually when it boils down to 2 answers it's more about the "best answer" then the "right" one.
Best way to fix this is perhaps practice and thinking about the answers in relation to the paragraph. I apologize if that doesn't help you much, but for my students after POE I help them with the thought process of the question/passage that helps them improve from 50% right on those cases to the 80-90% range.
