Using "and" twice in a sentence is colloquially acceptable. It is possible to repeat "and" more than once in a sentence, as long as you think its the best way to convey your meaning. However, although there are no grammatical rules that limits the use of "and", it is recommended to find a way to complete a sentence without having to employ "and" often. For your sentence for example, it could be devised like the following: "I am a software developer with permanent residence and a Bachelor's degree in engineering. I have had 4 years of experience in .net for developing new software as well as making enhancements."
