The US Congress is divided into two entities: the Senate and the House of Representatives. The senate is comprised of two senators from each state. The House of Representatives has many more members than the Senate and the number of representatives per state depends on the population in the state and drawing of congressional districts within the state.
With that background, let’s turn to your question. Arricle II, Secrtion 2 of the U.S. Constitution states that the president has the power to make treaties, but only “by And with the Advice and Consent of the Senate.” The Senate must vote and at least two-thirds of the senators present must ”concur” (vote to approve the treaty).
