Consider the resources that a tiny island might have. Sometimes the tiny island might require resources from the colonizer. Also, the island might have to create new Constitutions, laws, etc when they declare independence, something they may not be prepared to do. Additionally, the tiny island might have the colonizer as a back up plan in case some sort of disaster occurs, they would be required to assist the tiny island as they are part of their territory.
