It depends on the system of government.
The more centralized power is, or to abstract it, the more control over the means of production, and civil liberties a government has, lower taxes aren't a disadvantage, authoritarian governments tend to have "no" taxes, because nobody "has" anything to tax.
Communist ones as well, low taxes are bread and games for the people, but there's no ownership.
Democratic countries, low taxes ALWAYS mean less money for the government to spend. Not all systems of government use taxes in the same way, or as efficiently. So having less money isn't a "might be" disadvantageous, it's the only negative effect. People usually like it when the government doesn't tax them.
