Hemoglobin's affinity for oxygen is decreased in the following circumstances: acidic pH, presence of 2,3-BPG, higher body temperatures in order to release oxygen to rapidly metabolizing tissue. Therefore, the answer to this one is the affinity is decreased in rapidly metabolizing tissue (where pH is acidic due to lactic acid, temperature is higher due to heat generated during electron transport, and 2,3-BPG is produced)
