One of the issues British authorities had with local colonial authorities prior to the Revolution is that these authorities might challenge the authority of Parliament. One of the major debates involving Parliament was the fact that Parliament had won control of the "Power of the Purse", and if those local councils declared taxes passed by Parliament as unlawful or unjust then those decisions put the power of the purse at risk.
