The line perpendicular to y = 4x has the slope m = -1/4
To find the equation of the line with m = -1/4 passing through the point ( -8 , 6 ),
y - y1 = m ( x - x1 )
y - 6 = -1/4 ( x - -8 )
4 ( y - 6 ) = -1 ( x + 8 )
4y - 24= -x - 8
